[ResponseOps][Alerting] Move all schemas to `server` #206905

This PR here https://github.com/elastic/kibana/pull/191851 moves all alerting schemas to server. The reason is that we want to avoid @kbn/config-schema from leaking to the browser, and this plugin is using it outside the ./server directory.

DoD

Take over the PR by @afharo and merge it.
All schemas are moved from common to server.
