New Plugin: logstash-output-google_pubsub

Hi!

I've created a new Logstash output plugin for writing data to Google Pub/Sub and would like to get it merged and published.

The repo has already been created and I have a PR ready there: https://github.com/logstash-plugins/logstash-output-google_pubsub/pull/5

Builds are passing (the code is in the initial-commit branch).

Also, it would be awesome if we could get the google-plugin-contributors team added to the project so we could help administer going forward like we do with logstash-input-google_pubsub, logstash-input-google_cloud_storage and logstash-output-google_bigquery
