It seems to fail in setting encryption key on old devices #1170

Describe the bug A clear and concise description of what the bug is.

To Reproduce Steps to reproduce the behavior:

  1. A Android6 device with chrome 106.
  2. login
  3. stuck in setting encryption key for at least 5 minutes.

Expected behavior login successfully on an Android watch.
