As a user I want to interact with bots and over bridges from E2EE rooms #17

I want to be able to set up integrations, or use integrations set up by others, regardless of whether the room I am in is E2E encrypted.
I should be advised of the status of integrations in an E2E room - all bridging will break E2EE, so if a room is bridged I should be made aware (as much as possible).

Just making a note here, if all bridging were done over federation (via individual homeservers dedicated to representing 'the bridge', so you could see that 'freenode-irc-bridge.scalar.im' were participating in the room, and all users on that HS were bridged freenode users) then this might make it more tractable to identify when a bridge were participating in a room than it is when each homeserver can represent a mixture of native and bridged users...

@lampholder I suggest breaking out bridges to its own story.
