Dock should not be hidden when DnD

What Happened?

When reordering elements by DnD, the dock is hidden if it is superimposed on a window. Related to #277

Steps to Reproduce

1. Maximize any application
2. Reorder dock items using Dnd
3. The dock will be hidden and will not allow you to finish DnD

Expected Behavior

The dock should always remain visible when using DnD

OS Version

8.x (Early Access)

Session Type

Classic Session (X11, This is the default)

Software Version

Latest release (I have run all updates)

I cannot reproduce this bug in Wayland. However, if x11 will go by default, it feels very uncomfortable.
