Turning off sounds for "Other" notifications still plays sounds. #245

What Happened?

In the system settings, if sounds for "Other" is disabled, there are still sounds played when a notification appears.

Steps to Reproduce

  1. Turn off Sounds for notifications for "Other"
  2. Receive a notification.
  3. Hear sound.

Expected Behavior

Turning off Sounds should make the notifications silent.

Not actually relevant to the wingpanel indicator, fixed by https://github.com/elementary/notifications/pull/182
