Seems like the issue is in notifications indicator. Can you try reinstalling it please?
sudo apt reinstall wingpanel-indicator-notifications
And AppCenter as well.
sudo apt reinstall io.elementary.appcenter

What Happened?
I ran the updates through AppCenter, rebooted and after login, I can't see Wingpanel. Wingpanel is running in the login screen.
