Prefixed all occurrences of BACKEND_URL or BACKEND_API_URL with NEXTPUBLIC.

BACKEND_URL → NEXT_PUBLIC_BACKEND_URL BACKEND_API_URL → NEXT_PUBLIC_BACKEND_API_URL
