NDK r19 toolchain injection mods
update gradle to 5.1
gradle: use logical facefilter target syntax for new gradle
add missing comma in gradle cmake 'arguments'

I'm going to close this for now, as the correct path forward seems to depend on upstream cmake and android-ndk decisions:

We can add a note to the README stating NDK r19 isn't supported for now, as users can specify their own ndk.dir (<= r18x) in their local.properties file.
