Bump kfp-tekton to 1.6.2 to pick up kfp 1.8.19

Require kfp-tekton version 1.6.2, which depends on kfp version 1.8.19, which fixes a breaking dependency.

What changes were proposed in this pull request?

Require kfp-tekton 1.6.2 or above and switch from compatibility operator to inclusive ordered comparison operator to avoid picking up version 1.6.0 and 1.6.1 (both broken).
