better roadmap / discussion of version number? #1225

The VERSION here is 18.10.3snapshot, which is (as I now realize) the most recent development version.

However, it's very easy to find references to "ESS 19.04", especially in the NEWS file

I don't know if this is a request for the developers here or for the maintainers of ess.r-project.org, but the version numbering is currently very confusing.

Even a brief note in the README here would have saved me a lot of time hunting for "version 19.04" ...

I also think ESS should release a new version. MELPA Stable currently hosts 18.10.2, which is almost 5 years old.

18.10.2 fails to run on Emacs 29, and gives the impression ESS is not maintained, which is actually the opposite of the reality. A well-maintained package which offers excellent functionality!
