Version 2.10 of both wpa_supplicant and hostapd, in combination with using the nl80211 interface, cause issues with the Silex Wi-Fi module and driver in 5.10.y kernels.
Currently, it looks like this affects Debian Bookworm and Ubuntu 23.04. Downgrading to the older Debian Bullseye or Ubuntu 22.04 should use the older 2.9 release of wpa_supplicant and hostapd

[x] Test Debian/Ubuntu on other platforms to see if this bug affects multiple Wi-Fi devices or just the Silex device. (Tested on Rev A TS-4900 with TiWi BLE, Rev C TS-TPC-7990 with WILC3000, both function with 2.10 wpa_supplicant/hostapd)
[x] When installing hostapd, be sure to disable it in systemd by default
