This PR provides the utilities that are specific to the TS-7180 and defconfigs that build using them. Per the commit that provides the defconfigs:
The TS-7180 has its own defconfigs mainly because its utils are not
common with other platforms (i.e., tshwctl, silabs, etc.).
Also, until the common gpsd/pps PR is pulled, these defconfigs at
least ensure the necessary packages are installed (albeit without the
working config file for the TS-7180 from Debian seed).
