Restore New Report Notifications #216

With a renewed concern that members aren’t reading reports if they’re not brought to them via Discord, we’d like to restore the news feed notifications and also have the bot repost those notifications to Discord.

This might still seem spammy to some but it’ll be less so than last time around.

Update: Could a bot send a notification about each new report to Discord in a channel that's not #polls-and-announcements? If so, I'd like it to send those notifications to a dedicated channel, something like #report-feed to keep those separate like we did for uniform updates.

I'm on the fence about news feed entries on the site, but I'm thinking it's still okay because we've slowed the reporting cadence. If it was fourteen squadrons plus three battlegroups plus whatever the TCCS put out every week, that would be too much. Now that the routine is closer to monthly, that's not nearly as spammy.
