Not the developer, but I believe I had success just manually applying the patches to the mednafen source code myself, since I think it just uses SDL's window resizing API rather than anything specific to Windows. Personally though, I'd recommend you just use RetroArch. It has this "SwitchRes" feature which does the exact same thing, except for every emulator core.
