Merge with WISE5.10.1 and merge TA app under CM as sub-route #55

This change includes merging WISE5.10.1 into score_develop, as well as merging the TA tool into the Classroom Monitor (aka “Teacher Tools”) as sub-routes.

Notable changes in 5.10.1 include:

One app for student/teacher/author tool (before there were 3)
Simpler path structure (e.g. grading: /teacher/manage/unit/3, authoring: /teacher/edit/unit/3/manage, student: /student/unit/3)
Move workgroup period without losing work
Simpler and faster development script

Before testing:

Run db update query: ALTER TABLE `wise_database`.`runs` ADD COLUMN `isLockedAfterEndDate` BIT(1) NOT NULL DEFAULT 0 AFTER `end_time`;
Run npm install to get the latest dependencies
Then, run npm run build-dev to build the client apps. (Before this was “npm run build-dev-all”)

Test:

Teacher/student/author/preview tools all work as before
TA tools appear in the “Teacher Tools”.
- Pausing/unpausing screens and sending students/period to a step are in “Grade by Team” section
- Task management is in “Tasks”
