Draft a GLOBAL-SPRINT.md document to describe what the Global Sprint is and note some of the asks we might want people to contribute during the event.

I added another link to the form higher on the page.

I think we may want to rethink the tagging system (or at least the description). It strikes me that 'beginner friendly' isn't necessarily the same as 'short time commitment.' The text also says that 'help wanted' indicates both a short commitment and a longer commitment.

Final thought: do we need to add some 'storytelling' aspect to this, or should it be straightforward?
