Automate generation of sub-geographies #2

Re-opening. Census data (take Kenya for example) have not been re-generated. For instance, Kenya has admin 1 census and admin 2 census. When generating admin 1 sub-geograhies (e.g. Narok), we expect admin 2 data to appear under Narok -- Census.
