Create program shortcut using addpm.exe #26

It would be nice to have the windows shortcut added after the choco install. Emacs comes with the addpm.exe utility which will do this for you.

C:\ProgramData\chocolatey\lib\Emacs\tools\emacs\bin\addpm.exe

will add the program short cut.
