Create plan for automating SDK and CLI documentation. #121

Pretty much all in the title. We need to come up with a plan to automatically generate SDK and CLI documentation. Things like:

  1. Where do the docs live?
  2. How are they generated? a. What tools do we wanna use b. Who's gonna maintain that tooling.
  3. Send this plan to the rest of the internal Entropy team for review.
  4. Publish plan here after review.
