Update Python version to 3.12 for all microservices

Currently we're using Python 3.8. This task is to update all microservices to 3.12.

• [x] users microservice updated to 3.12 @halilaydin242188

Flow to update the service:

• Update python version to 3.12 (in pyproject toml)
• Update base image in dockerfile to use 3.12 base image
• Run application and check for any errors and deprecation warnings. Fix them.
