Followup to #35: add the appropriate rule for iocAdminVxWorks.db

Note that this somewhat reverts commit 7729abbb3f4210ca28a23f718e63ceaba5fee0f6: In that commit epicsEnvVars.substitutions was added, but it was doubly expanded causing repeated records in (for example) iocAdminSoft.db.

@bhill-slac, please check that the results from this match what you intended with #35 .
