Tooltip displays incorrect infection numbers for cities #397

If we view the epidemic trace for a city (e.g. http://epidemicforecasting.org/?channel=david-j&selection=G-AAX), the tooltip number of people infected is incorrectly determined by the country, not the city, population.

@davidoj I cannot currently use that page as the data-url fields are missing so I cant debug this. Potentially this is related to #416 and fixed by #420
