[fee-for-service] discussion 08-19-20 #476

Prepare for the `quote tracking`

[x] ~~create a fee-for-service app; separate the sidebars to the fee-for-service app (currently not very clean, too many sidebars) or organize the tabs~~
[x] deploy it

Prepare for the `quote generating`

[ ] use the seq estimate column from Pricing_internal to calculate the passing through
[ ] made the four quote examples
[ ] think about the invoice generating

Update on quote tracking

[x] merge manage accounts
[x] hide service request for dev branch
[x] add add single quote tab to make it as default. It includes the function of generating quote index
[x] add upload quote column to the quotes table
[x] add view quote column to open pdf
