To open/download the signed consent and HIPAA forms on mobile devices, the user has to click the link twice to retrieve the forms. Devices tested: iPhone and iPad.

Julie tested on her android and didn't report any issues.

I tested the fix in dev on my iPhone - I still had to click on the signed forms twice to download

@anthonypetersen I just tested on my iPhone in Safari in stage and I still had to click twice to open the signed forms
