Add a second scroll bar to the top of tables in My Data Step 3 and 4 #259

@damian-garrido . Simon has been using iSoQ for a review and they find it a bit annoying to have to go to the bottom of a table to use the scroll bar and so have suggested added a scroll bar to the top of the table (see below). I realised that because I work on a laptop without an external mouse I never use the scroll bars because I just put two fingers on the mouse pad and move left and right which makes it way more user friendly to navigate tables in iSoQ. But those on desktops or laptops with external mics don't benefit from this perk. Something to think about...

@MJWainwright the web standard don't use double scroll, so, is possible that some solution for this will no works for everyone. one option, could i do is limit the size of the container of a table, this will allow to the user see the scroll bar at the bottom of this without scrolling to the end, but, when a row contain to much information this will be generate a vertical scroll too large.

here an example, limiting the height image

and here the actual view of the same content image

what do you think?
