Improve input checking #22

Mentioned in epiverse-trace/blueprints#7 was the use of checkmate as a package for input checking that will likely be used throughout epiverse packages.

Note to update tests that check function fail correctly with incorrect input, specifically /epiparameter/tests/testthat/test-list_distributions.R
