Remove button and link to "Create new Echo mission" #1607

Describe the improvement you would like to see The intended users of flotilla is not the intended creators of echo missions, and does not have the required access to do so either. I suggest to remove this button.

How will this change existing functionality? No change in functionality, just removing unused and unavailable buttons to clean up.
