This PR adds infrastructure improvements:

cleans up the Cython modules directory
fixes an error in the nms module manifesting on Windows 64-bit systems (#297)
upgrades the nms and bbox modules to the most recent ones from facebookresearch/Detectron
adds support for Tensorflow 2.x
adds shell scripts for Windows cmd and Linux bash to automate the preparation steps
updates the Readme file

Tested on Windows 10 and Ubuntu 18.04.
