allied units should be considered by turtlehandler & in other ways

It would be ideal if allied units were treated in many ways the same as the AI's own units.

Allied buildings should be registered by turtlehandler, in order to build defenses around allied buildings, to build economy buildings near allied defenses, and to send units in danger to allied defenses.
Allied combat units should factor into the safety of turtles (clusters of buildings) and of non-combat units.
Allied non-combat units should be protected just like the AI's own.
