This is the body of the changes for resubmit, tests will come in a future PR. ( as per @derek63 request ).

Did I understand you correctly earlier today that we should expect more commits to this PR before merging? (I saw the original note about tests coming soon)

Yeah, given that this was sitting through training yesterday I figured I would hack at it today and update the PR with what local bugs I can fix.

This new push fixes the REST->Rest critique noted above as well as integrates some general work on the feature, now that I've been able to use postman to test through the call to the gateway.

Note: Sensitive Information extraction isn't in this batch, that's next.
