[wishlist] Detect and report duplicate charms

It would be helpful to have the ability to report on duplicate charms (nova-compute, ceph-osd, etc) with exclusions such as either charm names, or service names/patterns to ignore. nrpe, graylog-mongo*, hacluster.

Example yaml configuration:

duplicates: exclude-charms:

• 'nrpe'
• 'hacluster' exclude-services:
• 'swift-storage-z*'
• 'graylog-mongodb'
