This is still a big work in progress. I'll update this ticket as I progress.

Modularizes commands, which should allow modules to be enabled/disabled.
Chat services are abstracted into connectors, which should allow new network types to be added in the future (IRC, Mattermost, etc).
Adds experimental support for a Phabricator extension that allows Phabulous to properly map Slack users to Phabricator users (More on this soon)
