Explains the problem of cyclic dependencies encountered when deploying new chains using fault proofs and explores potential options.

Going to close this for now. There's a separate proposal and work being done on having a standard L2 genesis which fixes the fundamental dependency cycle. There's still a question of how to fit the superchain-registry update into the process of launching a new chain but we can revisit that once we've got a standard genesis.
