Foundation Mission Request - Season 5 GovNERD(s)

Foundation Mission Summary: govNERDs improve governance accessibility by shepherding proposals through the feedback, approval, and voting process. This will be especially important in Season 5 as we run new processes (Delegate Mission Requests) and bring Citizens’ House governance online. We plan to transition the govNERDs to an open contribution path before Season 6 begins.

Baseline grant amount: 13,500 OP per GovNERD

Should this Foundation Mission be fulfilled by one or multiple applicants: Up to 3; 1 govNERD will be dedicated to Citizens’ House. Additional govNERDs may be added throughout the Season as needed, these govNERDs would receive a pro-rata portion of the grant for the portion of the Season they are active.

Mission Request

How will this Foundation Mission Request help accomplish the above Intent?

The iterative nature of Optimism governance means it is constantly changing. While this should ultimately lead to improvements in the health of the overall governance system, it makes the system harder to navigate and has lowered accessibility of Optimism governance. govNERDs help shepherd proposals through the feedback, approval, and voting process while ensuring the forum is a place for the highest quality engagement. This improves governance accessibility by making it easier for proposers to effectively navigate the proposal process and for voters to find the high quality proposals that require their attention in both Houses.

This Season, we will add an additional govNERD focused on supporting RetroPGF rounds.

What is required to execute this Foundation Mission Request?

govNERDs will serve as neutral shepherds that ensure high quality governance proposals move through the proposal process successfully, taking over some important administrative work the Optimism Foundation has thus far fulfilled.

Boardroom is a governance information platform offering tooling and data to protocol contributors and stakeholders, helping them make faster, smarter, and more informed decisions. We host 350+ DAOs on our platform and have been an active participant in the growth of decentralized governance over the last three years.

As Governance Facilitator, Boardroom has been a service provider dedicated to supporting and helping to improve governance processes as they mature alongside a number of protocols. Specifically, Boardroom’s focus is on reducing information asymmetry across a project’s governance, supporting the community in instilling governance best practices, and actively recruiting and onboarding new contributors from the ecosystem.

Since inception, Boardroom has integrated the entire Optimsim governance stack, streamlining governance for voters and standardizing interactions for developers on our SDK and API. This included adding support for proposals launched with Snapshot and onchain delegation, working in collaboration with Agora to ensure support for upgraded onchain governance contracts, and supporting governance interactions on our dashboard (boardroom.io/optimism).

Additionally, we are also comfortable with explaining and educating the community about the governance processes and the latest updates. Since August 2022, our "Weekly Recaps" offered a governance-focused summary for the Optimism community, covering key proposals, changes, suggestions, and discussions, and have begun summarizing and analyzing proposals based on their history, the stakeholders involved, and the alignment with the goals of the Optimism community and charter documents.

With a robust background in decentralized autonomous organizations (DAOs), I have played integral roles in shaping and nurturing communities.

Currently serving as a Delegate in CollabLand DAO, I am deeply committed to the best interests of the DAO and its members. This involves conducting thorough research on proposals, active participation in governance calls, and contributing to the DAO's growth and events. I have been a pioneer in the Delegation Committee of ITU Blockchain, playing a key role in its establishment. Naturally, I have been actively involved in the committee since its inception. To date, I have managed all accounts on forums of the protocols where ITU Blockchain is a delegator. Consequently, I have had the opportunity to review all proposals where we have expressed our opinions. For the past year, I have been actively involved in the governance of various protocols, primarily Optimism. While focusing on promoting ITU Blockchain, I have not been able to utilize my personal forum account extensively. Therefore, I request that my contributions through the ITU Blockchain account be considered during the evaluation process.

What makes you best-suited to execute this Mission? Please consider any experience relevant to the above requirements:

I have previously applied to RetroPGF#2 on behalf of ITU Blockchain and to RetroPGF#3 for both ITU Blockchain and Clave (formerly Opclave). I am well-versed in the application and evaluation processes of RetroPGF. In the second round, I provided various feedbacks, contributing to its development. Additionally, my close following of discussions in the Governance forum has made me quite familiar with the mission and vision of Optimism.

Having actively produced content before, I am eager to create content related to Optimism, particularly in the area of governance, where I perceive a lack of sufficient material. I intend to support the local ecosystem by producing content not only in English but also in my native language, Turkish. My goal, in assuming the govNERD role, is to be the go-to person for questions regarding Optimism Governance.

Please explain your familiarity with Optimism Governance and the proposal process: During Season 4, the abundance of Mission Proposals and the limited time frame led me to take an active role in Optimism Governance. We voted on and reviewed all Mission proposals. Personally, I took the initiative to analyze nearly all proposals. By sharing the rationale behind our votes on the Governance Forum, we enabled proposal owners to receive feedback. Additionally, as ITU Blockchain, we created a proposal, but it did not proceed to voting due to insufficient delegate support. We listened to feedback from the community and gained experience for preparing a better proposal in the future.

In Season 5, as we are already delegates, I will review all Mission proposals and provide feedback on each. With the govNERD role, I will be able to do all this while contributing more significantly to the Optimism ecosystem.

Please describe the impact you aim to make in completing this Mission: I believe that the Governance structure of Optimism is challenging to understand. There is a lack of adequate resources, and the existing ones are difficult to comprehend. The dual House structure, not found in other protocols, can be particularly challenging for new participants to grasp. My primary aim is to alleviate this difficulty in understanding. Additionally, I want to ensure that the questions of new participants are answered correctly and promptly.

I think that the Optimism Governance Calendar is not sufficiently utilized by users. To increase its usage, I will contribute to creating a more understandable calendar. Increasing participation in Community Calls is also among my goals, as the ideas of attendees are invaluable, and increasing the number of participants will diversify the range of ideas.

While doing all this, I also want to ensure that Optimism reaches a wider audience in the local ecosystem. Therefore, I will produce content in my language on my personal social media accounts.

1. DAO governance leadership experience: As a previous founding employee of the Uniswap Foundation, I used to lead governance for Uniswap while working on distributing grants. Prior to this, I worked in DAO operations as a grants evaluator for dYdX’s grants program and also served as a governance lead for one of the largest student organization delegates in 2021.

2. DAO research experience: As a research fellow for the DAO Research Collective, I conducted thorough qualitative and quantitative research for DAO’s. Further, as a contributor to the OurNetwork Analytics newsletter, I was able to hone my on-chain analytics skills to analyze protocol activity.

3. Operational excellence: Prior to crypto, I worked in management consulting within MBB that allowed me to develop strong business operational skills.
