Finalize support for optional formatter dirs #16

I future-proofed nagios-herald so that it could support specifying an alternate location for formatters (-F formatter_dir). This work needs to be finalized.

If present, append the given directory to the end of the $LOAD_PATH and load any formatters that are found.
