SMS sending progress report on POSIT-HAITI #372

What steps will reproduce the problem?
1. Send out a large number of SMS through distribution report

What is the expected output? What do you see instead?

Users should be informed of the progress until the process is done.
Now, it just went into background process without letting the user know 
anything about the process.
