https://github.com/everypolitician/table_unspanner already exists as a standalone gem, but it would be helpful if we also had a gem for using that as a scraped decorator.

Currently we need to cut-and-paste a file like https://github.com/everypolitician-scrapers/ireland-dail-members-wikipedia/blob/master/lib/unspan_all_tables.rb to scrapers where we need this.
