Use npm to build node-serialport for Electron #279

Replaces electron-rebuild with npm to build node-serialport for Electron. This will try to build serialport for Electron if a prebuilt binary is not found automatically.

Get the basics tested on the three main systems... that will also not have it be used oddly enough... and then we can merge this.
