region is created from registered address, not actual living #35

Looks like region is created from address of registration (Зареєстроване місце проживання) instead of actual place of living (Місце фактичного проживання)

E.g., these people are recorded with region Crimea (where they are registere), while actually they live in other regions:

Checked on partial data as of 24/02/20 (~20K rows), ok.

Still need to check on full data

As soon as json does not have information about region, I have checked it manually, taking 2 documents for each region.

All ok. Closed.
