Update cylc macros in line with the recent lfric-apps changes #47

The common macros have been updated so site/uoe/macros/macros_dial3.cylc and site/uoe/macros/macros_epic.cylc need to be updated too. Specifically, the set_task_cores macro now takes an additional optional argument, ranks_per_node.
