Quickstarts repo needs to be split up #4632

We need to split up the quickstarts repo, here's a suggested split but there a few questions so a bit of feedback is needed...

4 questions numbered below.

Looking at the current quickstarts directory structure..

app-groups <-- [Q1] split out into own repo?
apps <-- contents to be moved into separate devops, management apps as detailed below and this folder deleted

@davsclaus no I think we can close this and raise issues if there is anything found to be outstanding.
