Allow WTMS consumption to display open data from Croatia #676

Description

There is data from Croatia available, possibly with express license to use in OSM but it requires some schema alignment to OSM and needs to be served. Esri is not an option in this case for hosting/transforming.

Can Rapid consume a WMTS endpoint that provides geojson data, and allow using this provider format to add the Croatia data to the catalog?

Raster data is in TMS format. Vector data is in geojson data on github, an can be geojson and gpkg on our servers available for download. Is that usable?
