Add missing plugins for the sample test descriptors

• add echo, randecho steps and noop reporter to the contest generator template so that the sample test descriptors in contestcli work (as per report and following discussion)
• added some more fictive targets to the hosts.csv on server because the sample descriptors were failing in target acquire
