Generate indications that the framework is old when used #206

When an application uses an older version of the framework, provide a way for 
Growl to show the end user that they should let the application developer know.

 * Log an entry in the main system log (NSLog style)
 * Provide a way to see it in the applications tab

The applications tab method should be very easy to comprehend by 99% of users. 
"Tell the people who make $application that they need to update their growl 
support" may even be too complicated.

I think pointing them at a url would be handy. If we do that, we can have a 
section telling users to inform developers, and a section to inform developers 
of the benefits of updating their framework.

Since the 1.2.0 framework will not work with Growl 1.3, I do not believe that 
this is necessary any longer. Applications will simply need to update to work 
with 1.3. Closing as wont fix
