Move docsify-cli to dev dependencies #90

docsify-cli is currently a dependency, which in turn depends on yargs ^7.0.2, which (I'll spare you the details...) generates a security warning in my downsteam github projects!

It seems docsify-cli is only used at development time. Therefore can we move it to devDependencies?
