PROD: Update security consent & legal consent placeholder text #305

Per 5/19/22 requirements meeting: Ryan and Paul will work with OGC to create the official language that gets approved by OGC, but the ticket for logic can continue and the text will go into the product backlog and be added when ready. 

Per 1/11/2024, Ryan mentioned that this text should also include legal text.

Note that we also need to make sure the user understands that if they use FECFile Online, they will be an electronic filer.

Check in with FEC to start working with OGC in May 2024.
