Upgrade Elog server to new hardware and Alma Linux 9.

I would like to upgrade the Elog server to new hardware and AlmaLinux 9. The DB software, i.e. PostgreSQL will remain at version 14, and the servlet code will remain the same.

I plan on upgrading the standby server – currently elog1, tomorrow. This should cause no interruptions and be totally invisible to users.

The active server is a bit more complicated. This upgrade will be similar to the way the ACNET DB servers were upgraded, and will require two separate outages. I would like to schedule this cutover for next Tuesday, 3/12.

The active server, elog2, will be shut down and service will be manually switched over to elog1. The “virtual IP” for the elog will be activated on elog1. This outage will start at 10:00 and last five minutes or less. The Elog will be usable after this cutover finishes. Hardware and software for elog2 will be updated. Then, both servers will be stopped and the HA cluster software will be initialized to form an primary/secondary pair. This outage will start at 14:00 and last 30 minutes or less. The Elog will be down during this outage window.
