Why does Fernet exist? Who made it? Where does it come from? What does it compete with? What does it replace?

Doing some spelunking over in https://github.com/gratipay/gratipay.com/pull/3998. Looks like the Fernet spec was abstracted out of a Ruby implementation developed at Heroku.

And what does it name mean? Is it because of the bitter?
