Here's a summary of the catalogues with [People to be notified] filled in on the Dates Tab of the Transaction (transaction type) records:
Summary Report - "Catalog"
The conditions that must be met in order for a notification email to be sent (to anyone)
There must be a Parties record linked in the the People to be notified field
That record must have a valid email address in the Email field
And the loan must be open, the Loan Closed Date must be blank and/or the Cancellation Date must be blank
